So what about The Yankees Stadium in the Bronx New York During Baseball Season loud noise , car horns , gridlock traffic outsiders come in to take away all our parking spaces drunks throwing up and no police to enforce any rules , I guess being a poor area doesn’t count.
If it's loud enough that it can vibrate the windows then yes I agree there should be a soundproofing dome roof. This happens on a daily basis so it is definitely an inconvenience for the residents living nearby the stadium.
No the residents should pay for their homes to be soundproof so if the residents near Yankee Stadium in the Bronx can deal with it, they need to suck it up.

NOISE is out of control in NYC. We must cut all of this down to a livable level and quality of life is more important that anything else especially when it comes to profits over lifestyle.

Millions spent to keep noise below city permitted level. Tons of money given to community and community organizations. oh, also, there was no problem for almost 10 years and now all of a sudden its a problem?
