Is it really better to build roa early now? It gives you one whole level, regardless of what level that is. Higher levels require more experience. That means having it hit a later level is more effective no?
You got it complete oppesite. The faster you get ROA the faster you get the lvl advantage you need to snowball. That is why if you build Roa you always build it first item or not at all. I hope this help buddy. The only Diffrent you buy Tear (item that stacks mana) on your first back and not as first item is becaus you give your opponent the item advantage on combat stats, which means if you start tear you are atleast 15-20% weaker than your opponent untill first back where if you buy it on first back there is a higher probability of getting a kill on enemy with a dorans item or Longsword and 3xpot.
RoA stacks up 10x giving more AP, mana, health etc. How would it be good to buy it later? It's like Heartsteel in that you need to get it as early as possible to start the stacking, since both are scaling items. Another example would be buying Tear and upgrading to Seraph's when the mana is stacked up - you don't buy Tear later in the game for the same reason, because it makes no sense to buy a scaling item later in the game.

The average game time is between 25-35 minutes, depending on elo. If you wait until 20 minutes to build RoA, you won't get any value out of it. Of course, you don't always have to build it first, but the earlier the better as far as item value. It's a similar idea to cull, in a way. Usually you don't want to buy cull until you have enough wave clear to stack it quickly, but at the same time you don't want to wait until late game, because the game will end by the time you get 100cs.

Why not run liandrys + the slow AP item? Liandrys will tick non stop and the slow, plus snare will keep them off you in top.

It's a gamble to build it later because you risk the game ending (or at least snowballing hard) before it's done being stacked.
