I think the outer line is "action safe" and the inner line is the actual title safe space? If you're going to care about them at all, the text needs to be inside the inner line. But, since nothing of that aspect ratio is likely to go on TV, and no one has a CRT monitor anymore, the whole idea probably doesn't matter anymore anyway.
