The lack of collision on the billboard is easy to explain. World objects in GTA V have two types of collision: for vehicles and for peds/weapons/other objects. A mistake by the map dev when exporting that particular object. There are way more :D I'm a former GTA V games tester from R* Lincoln, that's how I know. :)
That "small bank" contained all corrupt cops' and soldiers' money, so they responded with all possible power, while sudden ambush on military convoy was too fast for any response.
For the next rockstar logic: On some cars, the motorblack can be visible on the back, but if you go trough the carwash, they are still working (maybe you can try holding the engne on the back out of the water and see if it gets destroyed)
That stop sign is for the people at the bottom of the screen, because they'll have to turn left, and there is incoming traffic, so they have to stop, wait, and turn left when no other traffic is around
You can even cheat your way around the turnstiles by using the elevator. And there are no measures on the overground stations as well. Basically the Metro is for free like that...

The more I see this the more I think that this game was haphazardly developed.
- the tower at the vessepucci helipad has a railing that's solid if a grenade or bullet is shot at it but you go through it if you walk into it.
- on the train tracks there's traffic lights but the ones that are tall they're double sided even if they're on a single railway.
