If action and reaction force were to act on the same body they would cancel each other out or the results would be zero and the object would remain stationary. 2) Based on Newton's first law of motion. A wet piece of cloth with water droplets remains at rest. When an external unbalanced force acts on it the water droplets fall off thus the wet cloth is in motion. 3) Based on Newton's third law of motion. When you swim you kick/push the water behind and So you move forward -'Every action force has an equal and opposite reaction force which acts simultaneously'.
