I am also quite picky with my sticky notes. Really difficult to find good ones. Few months ago I found on Amazon "post-it" glue which basically changes any piece of paper into a sticky note. It works quite well. It's Elmer's repositionable "craft bond" glue stick, it comes in a pack of 3 or 4. It sticks well and allows to remove your sticky note easily.
When it comes to washi, have you ever looked at Tim Holtz's Design Tape or Tissue Tape? It seems like it's just your style. (He also has similarly vintage/distressed findings, fasteners, etc. that I think you'd like.)

if you have a daiso near by they have a few different sizes of the kraft paper (brown paper) sticky notes pads. tfs!
