If you are a business FBA seller then you have to pay the $39.99 fee monthly to get Amazon FBA services On the other hand if you want to avoid this fee you should convert your account into an individual status and pay Amazon only when you get an order but you have to pack and deliver the product by yourself.
Not sure if the info you are telling in this video is correct because you can also upload your videos yoursel without being brand registered. You can do that by going to Catalogue > Upload and manage videos. It will show totally up on your listing page next to your images. You don't need to hire someone on fiverr as mentioned in this video.

Tried but could not find an influencer that would move an existing video to post in the photo list. Easy peasey, with your guidance. Make sure you delete a photo to make room for the video that takes up on position.

you need to be a seller for at least 1 year on amazon in order to upload video , tried your way didn't work
