Lights are Off At Sun Light / Day Time. It's Automatic On At Night / Absence of Sunlight.
There are two types of TP4056 board, one with battery protection, the other doesn't have.
I used the board with battery protection.

I try this in room in working with torch light. But in sunlight it not working. Panel volt output is 5.5 to 6 volt. And it supports only 4.5 to 5 volt

You can using 3A module card . I suggest you try replacing it.
What if I used 4 4Vled connected in parallel and using 4 18650 battery connected in parallel,..will it work the same way ?
