Tal looks like the final boss that you just can't beat so you have to use cheats or gameshark to defeat him. Even then, it's still a monumental task to do so.
As unconventional and heroic as Tal's style was, it wouldn't hold a candle against insanely accurate positional chess of Karpov and Kasparov. Tal never dominated chess and that is why he's never in the GOAT debate.
