I don't understand why the signal system would allow the bridge to be released to raise if the train had already passed the distant signal at "Clear". Conversely if the bridge home signal was at "Stop" before the train passed the distant signal, the train crew should have seen the distant signal display "Approach", and slowed their train preparing to stop short of the next signal. If the train did not receive an "Approach" [or more restrictive aspect] at the preceding signal it would most likely have been impossible for them to bring their train to a stop once the home signal came into view.
