Look at the mess Twitch is right now. They're burning part of the ship to build another part of the ship, and they don't understand why the ship was built in the first place! Miko and Suisei being longtime friends is amazing, from the NicoNicoDouga days all the way to here. They've worked hard to get to where they are.
I'm pretty sure they only met when they were both already under Cover. I don't think Suisei was much of a NicoNico streamer. You can see how awkward and shy Miko was in their earlier collabs.

I wouldn't call it an accent. She has a shorter tongue is why she talks like this, it's similar to Miko. Those with shorter tongues tend to have issues pronouncing certain letters and vowels. There are clips where Miko has to put on a different deeper voice to not be recognised.
Well most of the talents drop their acts after some years. Risu already did it last year, same goes to moona you can tell that their voices were different in the first year and their recent streams. The one who still going strong in voice acting is Luna.

I forget where I saw it but banchou once said that she can speak normally but it takes extra effort to do it. That's why she was more comfortable speaking in her baby accent. Perhaps it's due to her habits in the past that speaking in a normal accent drains her energy instead of her baby accent.
