- Medi-Cal has implemented the 2023 federal poverty levels on their income table. The result is that the maximum monthly and annual amounts individuals can earn and retain their Medi-Cal eligibility increased over 6%. The downside is that some Covered California subsidized consumers are now Medi-Cal eligible because of the large increase in the Medi-Cal income amounts.

No, your standard deduction is taken AFTER you have calculated the AGI. The standard deduction does not lower your income for the purposes of the Premium Tax Credit subsidy.

Household of 2, one under 18, monthly income needs to be greater than $4,533 per month for both individuals to be eligible for the subsidies through Covered California.@@AliaAboutouk

Family of 4 @ $50,000 income would have the adults eligible for subsidies through Covered California and the children eligible for Medi-Cal.

Usually, when you complete the annual redetermination paperwork, and your monthly income is over the Medi-Cal limit - and you can verify it - you will be terminated from Medi-Cal enrollment. Under the conditions of Medi-Cal enrollment, beneficiaries are requested to report income changes within 10 days. If you monthly income has increased and will be consistently higher, above Medi-Cal limits, they will terminate enrollment. They will give you plenty of notice about termination so you can transition to Covered California with the subsidies.

If you believe your income estimate is good for 2023, but don’t want to be tripped into Medi-Cal for 2024, put a note on your calendar to review your income and make any changes in September. There is a period when Open Enrollment begins, usually October 1, when you can estimate your 2024 income without it affecting your 2023 enrollment and subsidy. You just want to update the income before the passive renewal happens beginning later in October or early November.

Medi-Cal uses your monthly income for determining eligibility. Covered California uses the annual income to calculate the subsidies.
With Medi-Cal there is a lower monthly income for adult than there is for children. As a single adult, you can earn $1,678 and not be eligible for Medi-Cal. You would be eligible for Covered California and the subsidy would be based on an annual income of $20,136 (12 months x $1,678)
The income limit for children is higher. One adult and one child would be a household of 2. The adult would qualify for Covered California with a monthly income of $2,270. The child would be eligible for Medi-Cal up to a household income of $4,374. If the household income was $4,375 per month, both child and adult would be eligible for the subsidies through Covered California.

2024 federal poverty levels will be released in January. Increases usually closely track to the consumer price index. If inflation stays steady, we should income increases of between 4 or 5 percent, but the year is only half over.
Ive had medical for a few years now and in my recent renewal i updated my monthly income to 2500. Theres one household member with medical which is my brother if that helps as im wondering if they will approve me again.
For a single adult, $2,500 monthly income exceeds the Medi-Cal limit. If they can verify your income, then most likely they will terminate you Medi-Cal eligibility in the future and you could go to Covered California to enroll in a private plan with subsidies.

@@KevinKnauss sorry so In my medical paper work it shows for parent family of 4 and for my kids shows a family of 5 so me as a parent I get kick out of medical benefits by few dollars… but we are a family of 5
That's interesting, I'm not sure how they are representing the household situation. You may want to call and make sure it is correct. For a family of 5, you need a monthly of $4,044 in order for adults to be ineligible for Medi-Cal. Even if you transitioned out of Medi-Cal, you would be offered a Covered California health plan with a large subsidy, potentially making the monthly premium $0.@@Sophia_lazy

So what is happening to me is because of the "raise" on my SSDI I will make $93 to much to qualify for Medi-Cal which I will lose soon as they are reviewing my case since Covid. I then will lose this benefit and have to pay both the Medicare and Kaiser premium and all higher deductibles causing me to lose hundreds of dollars per month 😢
I was under the impression that the insurance premiums were deducted from your household income, thus lowering it slightly. Sometimes people are able to qualify for the
Medi-Cal extra help when insurance premiums for health, dental, and vision are subtracted. Reach out to your local case worker to make sure they have your complete budget of income and expenses so everything can be properly deducted.

So if we got a divorce then my partner would qualify for Medi-Cal for his Nursing Home Care. Would the fact that we got a divorce 'after' applying for, and being denied coverage - IF we got a divorce now would that act disqualify my partner??
I don't know how Medi-Cal treats divorce in terms of control of assets to pay for care. If someone deliberately disposes of assets that could provide for the health care of the individual, in order to qualify for Medi-Cal, that raises red flags. However, a divorce may be interpreted as complete loss of control of community property.

There is no asset limits for MAGI Medi-Cal. $130,000 for non-MAGI Medi-Cal, but that is going away in 2024.

Children 18 and younger would be Medi-Cal at the $41,400 income level. If all the family members were 19 years of age or older, then if the income is greater than $41,400, they would all be subsidy eligible. This is based on the gross income or AGI on the federal tax return.

Medi-Cal typically looks at the gross wages before deductions. Often times, low income wage earners will receive the tax deduction as a tax refund. For self-employed individuals it is the net income, gross revenue minus expenses.
Hi Kevin, since MAGI Medi-Cal is based on adjusted gross income, I can contribute to a 401K to keep me AGI bellow 138%? Also more precisely, is my income assessed for qualification on a monthly bases (something to monitor monthly), or is my qualification assessed at the beginning or end of the year (possible repayment like covered CA).
Initial eligibility will be based on your monthly gross income that can be reduced with certain deductions. Medi-Cal requests beneficiaries report any changes to their circumstances within 10 days. That said, they understand that people have fluctuating monthly incomes. You don't necessarily have to report an increase of income if you know that the next month it will be lower.
Medi-Cal is looking for consistent monthly income over the 138% FPL number for the household. Regardless, every year the county Medi-Cal office will send out renewal paperwork. The annual redetermination update may disqualify an individual if it appears the monthly income is consistently over the mark. But one month of high income due to overtime or a bonus will not necessarily disqualify an individual.

For employee wages, it is before any withholding taxes are taken out. The Adjusted Gross Income from the federal tax return.

It sounds as if on the application, someone has indicated your son plans to file a tax return. You need to go into the application and review the settings on the tax paper and who it states is required AND expected to file taxes. Only you and your spouse should be indicated as expected and required to file taxes.

Hi kevin, i just got a letter from the welfare office saying i was approved for full medical benefits, and my share of cost will be 1,715. What does that mean? I've been trying to contact my county office but haven't had luck getting through. Im wondering if it would be a good idea to apply for covered california. Share of Cost is the amount you must pay before the Medi-Cal coverage begins to cover health care costs. Individuals who are under 65 and qualify for MAGI Medi-Cal have all health care costs covered with no Share of Cost. However, there are various programs for people with certain disabilities and over 65 that may include a Share of Cost. You may want to review your situation with your Medi-Cal case worker to pinpoint exactly what conditions are triggering the Share of Cost determination.

It appears that Iowa has expanded Medicaid under the ACA. If some of the numbers are correct that I am reading for 2023, a family of four would qualify with an annual income $39,900, 133% of the federal poverty level.
Each state has some latitude with income and eligibility rules. For instance, you can earn more in California and still qualify for Medicaid: $41,400. So it is always best to check with your state as to the specific income levels for children and adults.

If you are a single adult with an income of $100k, you would not qualify for Medi-Cal. If you have a spouse and many dependents, it is possible at that income dependents 18 years old and younger would qualify for Medi-Cal depending on the household size.

The new federal poverty levels apply to all Medi-Cal programs. If you have non-MAGI Medi-Cal, those income limits also increased.

Is unemployment benefit considered “taxable” income for Magi medi cal even though it’s not taxable in CA? How does it work with unemployment compensation since it’s only for six months? We may exceed the income limit with unemployment benefit. Will medi cal kick us out of the program? Can we get back in the program after unemployment benefit is exhausted? Appreciate your input. The unemployment insurance benefit should be reported to Medi-Cal as soon as you start receiving it. If it is short duration - either because the benefits run out or you get another job - you may not lose your Medi-Cal. I have had people lose Medi-Cal or not be eligible for Medi-Cal with unemployment. But as soon as the benefits end, Medi-Cal is reactivated.

$27,214 for two adults to maintain Medi-Cal eligibility. If you inform Medi-Cal you are pregnant, I am told they consider that a 3 person household.

Based solely on the income table, your daughter would be Medi-Cal and you would eligible for a Covered California health insurance with the subsidies with many plans, at that income, mostly being $0 per month premium.

For adult to be eligible for Covered California with the subsidies, the income needs to be greater than $4,633 per month, the children would be Medi-Cal. For the entire family to be eligible for Covered California with the subsidies, the monthly income would need to be greater than $8,930 per month. These amounts will increase in 2024 by 3 to 4 percent.

what happens if one person in a household of 4 adults made around $30K within a few months due to reselling but now the business has been terminated and they're earning $0 income while another adult made $20K from regular work? is the household still eligible for medical or should that one person file for medical separately?
Medi-Cal focuses on the household's monthly income. The household being the federal tax household where there is a primary tax filer and the other members are either spouse or dependents. It is very possible that even if one household member is earning $30,000 annually and another member's income is $20,000 annually, the entire household may still be Medi-Cal eligible because of the fluctuations of the income streams.
A household who wishes to apply separately for MAGI Medi-Cal would need to declare that they will filing a federal tax return as a single tax payer, separate from the previous primary tax filer. In addition, if the individual leaves the tax household (you can still be living in the same house), the primary tax filer will want to report to Medi-Cal that the tax household has been reduced by 1 person.
