All of the people were nice to her. A couple suggested to go to the district office or the vet hospital. That last woman had the best idea when she suggested going to the vet hospital to see if the dog has a tracking chip. Some people do it so if their pet gets lost it is easier to find them.

They do that almost everywhere. I'm from the US and they do it there in some places. That's why there are such things as "no kill shelters". Idk where you're from, but they probably do it there too, or they used to. I think it's less prevalent in Europe though. I'm studying abroad in France rn and I know that the reason so many homeless people have dogs is because the government won't arrest them if they have animals. The French government doesn't want to have to take care of or kill the animals so they just leave them. Sorry this answer is so long, I just wanted to explain that it happens more often than we think and personally I think it's a terrible thing to do to innocent creatures
@@zherful no, in France we have SPA (Société Protectrice des Animaux) they never kill except for medical reason. They keep the animal 8 worked days waiting for their owner to come back then they allow adoption by anyone. They take care of animals even if they're old and sick.
