It’s always “alleged” for legal purposes until a conviction is made in court. Otherwise, any person or media making such statement concerning these acts could be sued for defamation. There must be a conviction before the word “alleged” can stop being used if one wishes to avoid a possible lawsuit. The term “the accused” can be used prior to a conviction. Until a conviction has been made, the defendant has only been “accused” of a crime.

In this case it doesn't matter it's on video of the perp taking an item that is not his. Many videos. It's a fact in this case. Even if the perp decide he wanted to sue he would lose in court any way. Because there is proof he stole items. Those items were not out for him to borrow. Flat out theft. Even journalist will call this mam a thief for the sheer fact there is proof of hi, stealing otjer people's property. It's beyond a doubt .

Saw another video recently of a girl punching a cop while she was being escorted out of a mall. (No charges, just being disruptive, the owner wanted her removed.) She ended up punching one of the cops. He said, "Great job, you just turned this into a felony." She said, "Who cares? How long you think imma be in jail? A couple months." They really don't care about the slap on the wrist consequences.
@NickyB0718 Do you have any idea what it would cost to keep every minor criminal in jail? Taxes would have to go *way* up. The economy would lose the incomes of all these people. More than a month or two and many of them would lose their homes. They would lose their jobs and be on welfare when they get out.

Some people need a little physical discouragement, a "rough ride" or a "humble," as it used to be called. Choose who you want to rule your streets, cops or criminals. No third option that I'm aware of. Oh yeah, social workers. But I don't see a lot of social workers ready to go out by themselves on 911 calls.
