That’s a 2003 PC by 2008 PCIE had replaced AGP for some time and SATA 2 had been introduced and widely Accepted. CPU’s were rocking Core 2 series chips on socket 775 or Dual core Athlon chips on socket 939.

That would have to have been the world's worst PC in 2008. Yikes. Our family PC back then ran dual G92 GTS' (8800) and had all custom water cooling with waterblocks. At a glance you probably couldn't have told it was any different to a PC built today.

You might be right, it has a quality control stamp with the date but it's a little blurry so maybe it's 2003 and the 3 and 0 merged

"Two CD players" UUUUHHH.... DVD PLAYERS FOR THE LOVE OF GAWD!
PS/2 might be outdated, but you won't be getting ghosting on keyboard despite being a 3$ keyboard. So it's not that bad to have mobo with universal PS/2 port.
VGA input, yup. Outdated, no denying that.
PCI are old, yes. Are they outdated, no.
AGP is old and when graphic cards were released on both AGP and PCIE... AGP ones were far more expensive (I know from personal experience, GeForce6600GT I had broke and I almost bought PCIE one because it was like half the price of AGP ones).
That GPU is RIVA TNT2. Yup that's very old alright.
ATA system for HDDs and CD/DVD is indeed old. And most of used HDDs that run in ATA system already died. Also MOLEX powerplugs... I remember era of first graphic cards requiring more power than PCI-E could provide so there were those adapters MOLEX-PCIE... ANd hooo boy how those liked to burn and melt xD
Pentium IV with 1GB of ram and that GPU should suffice to run some very resource-optimised Linuxes to do modern daily tasks. Maybe gaming with '99 games like Unreal or Quake 3, but prepare for trouble when it comes to OpenGL/DirectX, because at the time 3dFx's API was more popular.
My dad was PC tech guy, so I've seen plenty of old hardware when I was a kid and nowdays I still have plenty of old hardware that he kept (and I didn't just throw away, since I could sell them for retro fans, but need to find them first xD). Imagine having Athlon II +2800 and ATi 9550 in 2010... And while cpu was 64bit, DDRs allowed only max 4gb anyway xD
