It's interesting that they are described as being good at diplomacy here. In all the other source material and novels they are universally despised and make treaties with no one save the Norscans and Skaven. Maybe it's referring to their internal diplomacy with each other? Anyway one of the best Warhammer factions no doubt. It's no coincidence that the Dark Eldar really weren't even changed that much from these guys.
It does indeed refer to themselves. The idea was that they betray each other on a moment's notice because they know they can weasel their way into the offended's graces somehow. And the offended would allow them so they could stick it to them in return at the earliest opportunity. It's just their mindset.

They might me more resistant to cold than humans. Also its part of their gimmick that they are a mix of allure and cruelty.
