According to my observations, in most cases you should know Russian at least at Upper-Intermediate level to study there, otherwise you may have been admitted successfully, but being there promises to be a huge pain with self-studying using machine translation tools at best. I observed dozens of such unfortunate souls from different countries (primarily China, but also Iran and even Kazakhstan) during my undergraduate and graduate studies there, and I always thought that it would be much better for them to study more basic things in their own language. The reason is simple: English is not a commonly used language in Russia (some more and more time should pass for the iron curtain to rise completely...).
Honestly, I'm aware of one person at my Computer Engineering department who didn't know Russian well at the beginning of his studies but nonetheless managed to do a remarkable scientific career in the department (later he also functioned as a president of Kyrgyzstan for some fourteen years), but you know, no one can guarantee such a result :-), especially after only a two-year study.
