diaphragm wall is built to stop water leakage, dam or spillway isnon other side. if you block water on the spilway, where the ground is rocky but still you will loose the water through leakage from sand layers on the river bed. to arrest this leakage you have diaphragm wall inside the river bed. you are not explaining things correctly

The thing is here river is being directed from its natural course. Didn’t you hear river has to be diverted . For that first diversion channels have to be dug. When river flow is diverted from its natural path construction of Diaphragm wall, upper coffer wall and lower coffer wall is some what easy.
What happened here is without diverting the river path, without out construction of spill way dam CBN tried to construct upper coffer wall and lower copper wall and diaphragm wall. All these were not completed because of floods and also either CBN or Central Government has not paid the land aquistion cost, RR package to the people of submerged lands.
Because cost of LA. and RR is very high amounting to more than 40 thousand crores. The main reason is this amount. This amount has to be paid by Central government bifurcation act. Both previous and present governments are responsible for getting this amount from Central government.
If central government pays this huge amount Polavaram project can be constructed with in 3 to 4 years time. Conveniently CBN is blaming on Jagan for the delay but real reason is R and R package.

@@Gurunadha-s6x river was redirected, diagram wall was first constructed so that the river bed is stable for upper coffer and lower coffer dam. this is done so that coffer dams won't be pushed like what happened in kaleswaram due raft foundation, the main purpose of coffer dam here is to give dry space for construction above diaphragm wall, earth and rock filled dam. you can ask chatgpt regarding the procedure followed it's well documented. while construction of diaphragm wall seepage is handled like the way pillar are erected for bridges in rivers.
regarding the cost of rr, I agree, but instead of money it could be land at another place and also the water level can be controlled without storing the water in the dam till the shifting happens. meanwhile it can be used for power generation
@@Gurunadha-s6x example maharastra will not block water on godavari from june to August according to supreme court rule. so just because we build a dam doesn't mean we immediately start storing water and raise level. we still have a court case with Orissa where water level has to be maintained below 38 meters but we need upto 42 meters . these things can be discussed later while the project keeps going on. coffers dams need very stable ground since godavari receives more water than 3 gorgeous dam which is 48qc and polavaram is at 50 to 51qc .
