the reason is because the country you reside in prolly passed a law which says that gambling in a game primarily made for children is a big No-No so you are out of luck (Unless you use a VPN of course)
Faster initial acceleration, falls behind after scorpion goes into boost. Smacks the scorpion in gameplay though because its initial acceleration is a lot quicker. Scorpion sucks as a cop car and even could be problematic for criminals(especially if up against a Roadster).

The head/front end does look a little bit like a Lamborghini Diablo so it could be 3 cars spliced into one(F40, W8, DIablo).
