BVB is associated with your recent visa application, therefore if you open your recent application you can then find the option to apply BVB. If recent application is not available once you login to ImmiAccount, you can import your application using your visa application details. Hope it helps 🙏
You don't need to upload passport or licence, but you will need travel related documents such as ticket, itinerary, or reason for travel evidence etc. I have uploaded travel ticket only. Thanks
