Fame does decay over time so she will lose fame over time. Also, if you want to boost fame and make money, let her pick up guitar and go to the club in Del Sol Valley and have her play. Fame is boosted on that lot because it's a hotspot. They will also tip her.
The aspiration does require game because you need 5 star fame to get a celebrity tile which you have to place for the final level. Because it's bugged, I don't mind cheating it.
I just think fame takes a long time and the acting career doesn't seem to have affect on it. If she were to act for tips at a populated lounge or in the city, it should help. Also, social media should help. As for her bf's job, the entrepreneur skill is easy. You can just sell stuff like photographs or you may have to sell on a sales table. You may look it up but I max it out all the time by accident. Point being: I don't think the odd jobs are the best way to get it.
