    18th amendment was a necessary step in view of other provinces' grievances that the revenue is being spent on Punjab only. Also what Gen. Musharraf did to Balochistan's resources..provinces demanded to let them own their resources rather than the Centre (occupied by Punjabi elites). However, the proposal of introducing Quota sys. is pragmatic. Kindly Correct my analysis if it is wrong.. @CEPI

    How the capacity building takes place without authority? 18th amendment is the initiation of capacity building to not developed provinces. This point is procedural not strategic though the amendment has many negative points.

    This was done by the Zardari because he knew that, He will never came back in the central power, however you are right that capacity is not equal as campare to the Punjab , if the antogonist tried to overcome 18th amendment zardari is playing 'Sindh card', we have seen from the Bilawal zardari rhetoric example he stated that if you will not give right (here right means if you did check and balance on our corruption or second vow ) to the provinces you'll see conseques like Bnagladesh. Thes are the grassroot realities which we can't illustrate in neither in exam nor really life.

    I DISAGREE WITH SIR ON THAT DISCUSSION. AS PUNJAB HAD ENJOYED A LOT OF STATE RESOURCES AND ATTENTION. THEREBY, OTHER PROVINCES FELT NEGLECTED. THAT WAS THE MOMENT THE NEED FOR 18TH AMENDMENT WAS FELT.

    While capacity building might seem like a viable strategy to promote development, achieving parity between provinces is a complex challenge that cannot be solved by capacity building alone. Even if efforts are made to upgrade education, infrastructure, and other facilities through capacity building initiatives, the vast differences in resources, investment, and effort required to close the gap may pose significant challenges.

    The quota system is primarily based on population rather than development. Punjab, with over half of Pakistan's population, receives 50% of the quota allotment. Similarly, KPK faces tough competition in CSS exams, with many candidates not being allocated positions each year.
    Secondly, Lahore was developed before partition, it's crucial to note that the entire Punjab province is not equally developed.Every political party is invested in the development of Punjab due to its larger number of seats in National Assembly. Simply, the party that holds the majority in Punjab often takes the lead at the central, which can lead to a disproportionate focus on Punjab's development, while potentially neglecting the needs of other provinces.
    Instead of blaming or criticizing other provinces, it might be more productive to consider the partition of the Punjab province to address disparities and ensure a fairer distribution of resources and opportunities.

    Sir, your historical point is biased as you did not quote role of karachi which comes in Sindh even when Sindh was under Bombay. Karachi was most advanced and developed even more than of at Lahore.
