They have their own governing officials, yet they are not part of a state and therefore have no representation in our Congress. The 23rd Amendment gave the district Presidential Electors to vote for the future Presidents, but they have no representation when it comes to the laws or policies that are created for this country. The district was created for the purpose of having a seat for the federal government.
Washington is a city. DC is used in reference of state. It was founded on July 16, 1790. Specifically with the purpose of being the national capital city. And it needed to be distinct from the states, which is the reason for the district.
It’s a city even though it’s a district. It has a mayor. Is a district compared to the US states but Americans refer to it has a city. So for sake of that particular question that was given, that’s what I would’ve said also
