I closely tracked my cost of living in Costa Rica, for 6 of the 45 months that I lived there, and comparing apples to apples, at the very best, Costa Rica is 15% cheaper than California (being one of the most expensive states in the US)!! And just FYI - Quepos has turned into a total dump in the past few years. It used to be great, but I most definitely wouldn't be recomending it now!
also have never heard of a the pensionado requiring a 10% contribution to a social security fund???...don't believe that's true...unless you're talking about contributing to the health care system

What about retirees who don't have a defined pension, just an IRA?
I would guess that would be considered 'Passive Income' but check with a Consulate .
That doesn't qualify for pensionado, but if you can put $60,000 in a Costa Rican bank every 2 years, that would qualify you for rentista residency.
