Greg Koch is great. Here is an example of what he is talking about in a Danny Gatton solo: th-cam.com/video/-9ePM0b5iJQ/w-d-xo.html He does it three times. The Danny's solo starts at 4:14. The first time he uses a whole lick over the one chord to get to the four chord is at 5:26. Then at 5:31 he uses it over the one chord again going into the five chord. Later he does it again at 6:10 going from one to five again. It doesn't sound repetitious since he plays different lines each time.
It's a lot of fun to use a Schoenberg 12-tone row in a blues solo. The faster you play it, the better. The first time I tried it, I discovered that I had taught myself the theme from "Leave It To Beaver." So much for originality.
You can also add use the whole tone scale on the V chord when going back to the I chord, especially when the V chord is fully altered. This outlines the augmented triad, which is generally heard more on the V chord. Just sayin....

It would be a E7#9 if there was an E in the bass, but because the root was an A (not played on guitar in this example but a bass would be playing it or it is implied by the context), the notes played are the b7 (G), 3rd (C#), and the 13 (F#).

also a half or full diminished scale works swell in that transition

Though the positions of his fingers made it look like a 7#9 it was clearly was not. You could not hear a C natural note in it as you would on a 7#9
