It is true that Admirals are stronger than All stars or Elite Executive in a 1vs1, but it is also true that Kaido is the world's strongest creature (i.e.: person) in a 1vs1 meaning that it is not a 'for free' win for the WG, they need to summon strong force and potentially get much weaker
