For one, the White army would’ve been too devastated and exhausted to really make a comeback when they did, the white allies would’ve been sorely overstretched trying to both invade Russia and establish their own nations, and the Western Allies would be too drained from both WWI and the Spanish Flu epidemic to help in any meaningful way.
