I can see how implementing Kotone would have been an expensive endeavor, especially with the possibility of needing to modify “The Answer” DLC to fit Kotone’s narrative. Not to mention getting new actors (in the english version) and paying more to the existing actors that voice the confidants exclusive to her.
Honestly considering the AAA price tag and its advertisement as the 'definitive experience' the least they could've done is have FEMC. The answer is even DLC I can't believe people are positive rating the game despite this.

Between Q2 and P3P, you can see just how nicely a FeMC can work in Persona games, come on Atlus, stop being stubborn and give us another FeMC.
