There's alot of ways to cycle water so that it doesn't drain the lakes and still water all plants....

Grow more native or drought tolerant crops have more diversity have mulch have big tall shade trees on the edges or sides to reduce heat stress after a mid day heat and it will reduce watwr evaporaten.
