I THINK, he uses Clickteam Fusion 2.5 in some cases for Animation, Bandicam is clearly seen in that image. For art, i think he use paint tool sai, specially for the way he make the shadows around the characters.
Martín makes his drawings from his phone, in IbisPaint X
He exports the drawings to his computer and animates them in Clickteam Fusion 🪅
