Because, the fraction given is an improper fraction in which the degree of numerator is greater, to resolve into partial fractions we need to decrease the degree of numerator so that it is less than that of the denominator that's the reason why we do the long division method. ( To reduce the degree/power of numerator ) it's not required in all questions.
