I always thought that ride was 2000. Since that’s the year of Buzz Lightyear of Star Command.

The dim lightning kind of makes sense in-story, as Star Command is low on power after Zurg stole their batteries.

It certainly looks brighter, and it certainly may have been back during its first years open, but I chock it up to old 90s cameras being over exposed.
