Hi B B A, Good work as usual, we can almost guarantee that when you go in a plod will tell you to stop filming!, if it were not so offensive it would be boring!.
I have just been watching a PBS America documentary about how people try to deal with reality by the application of prepared recipes based on their illusions, sounds complicated but in practice it is quite simple, instead of dealing with event as as they unfold and basing responses and decisions on slow considered judgement people think they have to have something prepared ready for every event, the product of this is that the response they deliver is almost always inappropriate, not based on malice or badness so much as bad judgement.
To some extent you can tell what is going on by the speed at which they respond, the slower the reaction the more sensible it is likely to be.
People that have chosen to work in the police service commonly do so because they hope that the training they are given will prepare them for whatever happens, it does not actually work because no-one can actually predict what will happen next. Sadly this leaves them stranded because the one thing they are not trained for is to calmly consider the evidence and respond according to their best judgement, but always be ready to apply self-criticism and change tack, the sooner the better if thing start going haywire.
Back down to earth now, you complain that it always rains when you go to Wales, it is not just you!, in Wales it always rains!, if you cannot see the mountains it is because it is raining , if you can see the hills it is just going to rain. This is why the Leek is the national plant, the only way to get rid of the water.
    Cheers, Richard.

Yes it does supersede any perceived right to record, you are woefully misinformed. Article 10 Human Rights Act is very clear:
Are there any restrictions to this right?
Although you have freedom of expression, you also have a duty to behave responsibly and to respect other people’s rights.
Public authorities may restrict this right if they can show that their action is lawful, necessary and
protect the rights and reputations of other people -

It has nothing to do with bending over or authority,, it is accepting that police property is owned, managed and maintained by each relevant constabulary.
