when you do chord inversions, and bring the top note down, does that note become the bass note for that chord and should i match my bass notes to that?

The root note still remains the same, regardless of inversion,
There is no rule for how you voice your chords however.
If you choose to add a bass note as the tonic note or the newly inverted note.
