Overpopulation is hugely influenced by sociecomics/poverty, in more ways then I suspect most realize - inaccessibility to pet friendly housing & housing insecurity - higher crime rates in low income areas -- more likely guard dog but with less accessible training (increased aggression/problematic behaviour) -- More likely to be specific breeds banned by insurance /landlord rules against (which feeds into inaccessible housing, and which these issues feed into those bans) -- those specific breeds are thus harder to rehome when rehomed - owners overworking to make ends means means less time for dog/training - less vet care /less vaccine/less preventive care /less able to treat (which can contribute to rehoming due to inability to save). -- less Sterilization not accessible (and possibly increased distrust of medical care due to history of forced sterilization of humans), particular hormone sparing sterilization options (vastecomy, ovary sparing spay, tubal ligation) that can be more preferable particular for some cultures - owners more likely to have mental and physical issues but not have accessible care to care for them (which poverty can cause and/or make worse), which may contribute to harmful behaviour (neglect, etc) - full Spay/neuter/gonadectomy policies because of overpopulation/all this, which in some dogs (at least in some breeds/timing) may be contributing to increased behaviour (anxiety) and medical issues (despite reducing both in some cases), which can then contribute to rehoming. -- less Sterilization not accessible (and possibly increased distrust of medical care due to history of forced sterilization of humans), particular hormone sparing sterilization options (vastecomy, ovary sparing spay, tubal ligation) that can be more preferable particular for some cultures
- owners more likely to have mental and physical issues but not have accessible care to care for them (which poverty can cause and/or make worse), which may contribute to harmful behaviour (neglect, etc)
- full Spay/neuter/gonadectomy policies because of overpopulation/all this, which in some dogs (at least in some breeds/timing) may be contributing to increased behaviour (anxiety) and medical issues (despite reducing both in some cases), which can then contribute to rehoming. Better studies are needed -- but many don't take into account all these/have big confounding issues, which may in part due to biases created by these sociecomic factors which has leant intact dogs to increased issues due to these factors instead of hormones.
So... yea... we need to reduce poverty, increase services to humans to help dogs. We need to care about the humans wellbeing also.

Grew up with Pomeranians, and they weren’t yappie at all! It’s a kinda luck of the draw, but after 3 poms, I feel confident saying not all poms are yappie.

I hate to be this pedantic, but I think you misunderstood the bullet joke at 16:40. It's actually because that's a whole cartridge, and only the pointy bit at the front, i.e. the tip of the cartridge, is the bullet. So, when shooting a gun, only the tip of cartridge is propelled out of the barrel, i.e. the whole bullet.
