I'm going to keep saying this until.it sink in somebody head. Every block in the city can't start a block club or association for various reasons. People are here undocumented, people have records and people just don't have the trust factor anymore. With that being said those blocks should not penalized for not having a block club or association. Some of these blocks do great work on their block and for the neighbors. They paid their taxes but are not provided any perks for living in the city. Kudos to the block clubs and association that are successful. I was apart one for over 20 years but our times have changed.
