Its because when people see it first and imagine it to be surrounded by a bright blue sky and sun, their brain thinks the blue color comes from that, and doesnt actually look blue when it wouldnt be in the surroundings that person thought it was in. The brain tries to compensate by showing what it would be without being in those surroundings. Other peoples brains, who thought it was in a rather dark place, with a lamp or something to the left, think this is the original color of the dress, so their brain doesnt try to compensate.
