A bit strange!😀 Technically, a Media Matte could be applied to any object on the Annotations group, except for the Blur & Highlight effect. Just for the way it's applied is different for Camtasia 2020. Maybe you can try to re-install your Camtasia, and if the problem persists, you might contact TechSmith support for this issue.
