the only jobs where this exact type of thing is "allowed" should be security at banks and high security areas. The only other thing i can see needing this type of reaction would be on a airplane or train if someone went in a restricted area.

As well considering that it ends up being most of the time 2 people at max on the grill, we would end up running out of food fast and then having to tell customers "hey were out of this" then receive attitude for it etc

If other people see couples doing that in an off limits area, everyone is gonna think its ok to do so. The blame has to be split between the employee who allowed them up there in the first place and the employee who snatched the ring. If I saw them in the middle of their proposal I would allow it until they finished but let everyone know its off limits going further.

That happens alot when you are doing some kind of basic security or event job. This employee didn't know that they had permission, but still, this is a situation when you gotta use the empathetic and logical mind that God gave you. Be as tactful as you can so long as no one is being in danger. I think it's even worse because this guy wasn't security, so it makes even less sense.
