- How can we use evidence to build stronger research and innovation systems? This explainer video shows how UNESCO’s Global Observatory of Science, Technology and Innovation Policy Instruments (GO-SPIN) is doing just that.

This online platform provides users with the tools they need to understand the research and innovation system of a particular country by grouping key components such as implicit and explicit policies for science, technology and innovation (STI) and related instruments for their implementation that may range from tax incentives to competitive research grants and relevant legal frameworks. The platform also maps the institutional ecosystem underpinning each national innovation system and analyses key contextual factors.
The GO-SPIN programme enables benchmarking to support policy monitoring, evaluation and revision. It also provides resources for capacity-building.
Via this evidence-based platform, users can also track the impact of international normative agreements adopted by UNESCO, as well as relevant regional legislative and regulatory tools.
The open access GO-SPIN platform went live in 2018 and is regularly updated. It is complemented by a growing series of country profiles in book form.
