Taylor's "Undertype" is always a joy to behold! Beautiful engine. I seem to remember an old article from German model engineering magazine "das Dampfmodell" about leather transmission belts for models. The gentleman describing a belt driven workshop he made and explained that he used a strip of fine glove leather, the ends of which he scarfed with a sharp scalpel and glued with contact cement (Pattex, in his case).
Leather belting easy to make to size with a steady hand and sharp blade ,can be joined by chamfering both ends and leather glueing, or a simple waxed cotton stitching works in full size ,no reason it wouldn't at scale. 😊

Try this you can shape a small belt by cutting a circle of the required width and diameter and then soak the belt in hot (not boiling) water and stretch gently it over something like a glass jar of the required diameter so it sets its shape to the length needed. A bit of alcohol will dry and stiffen the belt. The wider the belt the more time taken to set the shape but it does work.
Instead of a leather belt you can use a spring ring found on a shaft ceal jut need to find one larg enough or screw the spring ends of a few to make a larger belt. But a leather belt would be more esthetically pleasing.
Most people in model engineering use O-rings that you can buy by the foot and simple glue the ends together for really small pulleys. For larger engines leather will works, but there are some pretty neat alternatives as shown in this video: th-cam.com/video/ds8un0NGrPw/w-d-xo.html

If by miniature you mean too small to use a staple, then you might try just cutting a complete ring out of a flat piece of leather.

A rubber o ring will work as a belt.
A nicely detailed engine and boiler, modelled on a Marshall or similar ?
