Sir, pwde po ba gawin yan 0.99 partial release sa mga RC beams?

Yes you may use 0.99, which is pretty much close the full release value which is 100%. if your main purpose was just to eliminate the Instability error or warning, then maybe play with values between 0.99 to the recommended value in the tutorial.
It is also important to take note that It all depends on your model assumptions and basis you are using. Meron kasi tayong mga rule of thumb ranges ng value na pwedeng gamitin para ma-distinguish yung different types of connections based on the values of releases (ei. simple, partial and fully restrained), which was not covered in this video. Now for RC beams, you'll have to look into why you would want to release the connections (check if what is the purpose of the element in comparison with the entirety of the structure). Currently I don't have any video about this but, in some cases, we may assign releases on intermediate beams, for purposes like to reduce the torsion on the main beam etc.
