in manual mixing what ratio is used for m25?

Depends on the grade and strength you want or need.

need m25 itself, that is what is suggested from the structural engineer but the contractor keeps saying in manual mixing 1:1:2 can't be achieved that is why i was confused.@@constructionstuff

M25 nominal mix is 1:1:2 to achieve the desired strength and is ok to proceed.
And you can achieve the same strength by using design mix concrete also and it may save money also.
Design mix concrete needs less cement content in comparison to nominal mix, results save in money.
