No you can't lock the bootloader of OnePlus 6/6t on a custom ROM. But it will depend on the developer/maintainer of that particular ROM. Some other brands/models allow you to lock the bootloader on the custom ROMs.

Did you mean to use fastboot devices? cmd devices might not be the right command for fastboot. You can use fastboot devices to see connected devices in fastboot mode.

When I put the Fastboot devices command, if it detects my device but comes up with a bunch of options about flashing and other things, it helps

Yes on other custom ROM developers ship the ROM with opensource camera or with Modded Gcam
