It's sad, I'll never understand why it's taking them so long, especially the fact that there's hardly any new construction and it's mostly planters and pathways...

Unfortunately, it's purposely being done slower to spread out spending over the fiscal quarters. The Parks continue to make insane profits even with the slow construction, so leadership sees no reason to change anything. As long as the Parks continue to make the amount of money they are right now, nothing will change.
