You are taking his mention of "we" too literally. It is figurative and possibly cultural. How would you phrase it in your non-native language? Would you use some form of wordy and boring "the engineers at the factory who designed the valve" or would you, if you were an engineer, use shorthand language for "I could design this valve and, if I was doing it, I would agree with others to do it this way?"
