Why do most of the couples spend 98% of the time looking at the audience instead of their partners? This seems kind of weird considering they are doing passionate and sultry dances.
Most of them aren't really that baggy. Most of them are very loose at the end to give more swing which makes the leg movements seem faster. Notice that on hips and butt they are a bit tight. That makes the hip and body movements show more clearly.
Riccardo & Yulia are in another league with their musicality, artistry, precision & technique, just perfection!

Those guys are very lean, therefore it seems like those are baggy. On me those would look like leggings.

It's unflattering and looks like a standard ballroom pair of pants. For Latin dance, having the hems flapping around like sails just looks weird.
The pants are cut flare in order to preserve a cleaner line from hip to foot.
