Enchanting books with three, mixing those for 4, and so on is far better than that. More consistent... villagers. You would likely want a form of exp farm either way. I got all I know about enchanting other than with an enchanting table from ibxtoycat. It's technically Bedrock Edition, but enchanting should function all the same, only difference being Java has an enchantment or two that BE doesn't have. You also only needed 15 bookshelves.
