If you watched any silk sonic song lately, you can see that songs from era had long intro and outros (by today's standards), but perfectly normal back then. 2Pac was just paying homage to George Clinton, the musical era and music he no doubt grew up listening to. So to say the ending was too long just reveals the power that rap music has had on its listener who isn't connected to 70s music in a meaningful way.
The whole double cd album was a celebration of being released and the whole was a party gangsta album, but then he went back to his roots in makaveli similar to me against the world album
