If one does not obtain a driver's licence properly but forges one and drives for four years, SERIOUSLY, you still want that person to have someone sitting next to him/her in a car being TAUGHT how to drive??? Accidents are NOT caused by fake driver's licences but by ATTITUDE of the driver.; whether or not the licence is fake or genuine. Demanding that everyone goes for a DEFENSIVE DRIVING COURSE makes sense, not this. Of course if the plastic card is acceptable in other countries that's a big thumbs-up If you decide to copy from other countries, it's good but MAKE SURE you have understood the system and you have copied EVERYTHING. I have NEVER heard of a Driving licence that expires in FIVE years, but Public Service Vehicle Drivers are asked to RENEW their Driving licences, NOT by going back to the Driving School, but by filling in a Form making DECLARARTIONS that one's health has NOT changed and then get a Medical Practitioner to sign that Form.
